On January 2, 1998 the MOTC instructed again that the Executive Yuan had approved the feasibility
study of railway underground at Kaohsiung metropolitan area submitted by the Institute of Transportation, RRB
should take care of the general planning work of it (referred to as Kaohsiung Project) as soon as possible.

The summary description of this project. |
| (1) |
Estimated construction scope: This is from the north of the land of Jijiu in Tsoying to Liu kuaitso in Pingtung
at south, totaling 32.62 kilometers (including 11.15 KM of underground tunnel).

Estimated construction works are as follows: |
| a. |
A tunnel with two tracks for TRA is to be built from the land of Baojhen Road of Tsoying to Jhengyi
Road of Fengshan. The total length of the tunnel is 11.51 kilometers.

| b. |
A tunnel (including ramp) with one track for TRA , which contains the west section of Linkang Line.
The total length of the tunnel is 2.05 kilometers.

| c. |
Tsoying New Station and Kaohsiung Station will be jointly used by HSR, TRA and MRT.

| d. |
Fengshan Station is underground and Pingtung New Station will be built. |
| 2. |
Estimated construction cost: US$ 1.64 billion. |

Estimated construction time: estimated totally 10 years (not including multipurpose building).

Estimated benefit/Capital Ratio (B/C): 1.43. |

The status of implementation: the general planning has been approved by Executive Yuan. For the present, it is
proceeding to the detailed design and peripheral construction works.
