A. Forward:

With aims for equilibrating region development and promoting the economical bloom of eastern region, the government is keep on promoting the eastern railway system, improving to upgrade the service of track transportation system and hopefully the distance between the east and west corridors can be shortened. The " Study & Planning of High Speed For Eastern Railway " were proposed and finally approved by Ministry of Transportation and Communications(MOTC).

B. Range of Planning:

¡@The eastern lines of Taiwan Railway.(including the area serviced)

C. Planning Works:

1.	Analyzing the competition and integration between the eastern railway and highway systems.
2.	Proposing a feasible plan of railway high speed for establishing a rapid, safe, and green public transportation system.
3.	The ultimate objectives of this project are to balance the regional development and promote the economical bloom of eastern Taiwan.
D. Estimated cost & Planning Period:
The total construction cost estimated to be N.T.$13.50 million. The project schedule is from April 2003 to November. 2003.
E. Benefits:
1.	The analysis of the competition and integration between railway and highway systems in eastern region.
2.	The feasible plan for railway high speed, including as follows:
	(1) Determination of the goal of high speed. (2) Analysis of current railway conditions. (3) Examination of speed limited factors. (4) Study of feasible plans. (5) Analysis of environmental impact.
3.	Cost / benefits analysis of the proposed feasible plan.(including alternative plan)
4.	Financial analysis and financing plan.
5.	Feasibility study of private sector participation.(including BOT)
F. Status of implementation:
	Completed the review of mid-term report.
