Songshan Project (Completed)
To make an even bigger impact and to further improve the city's traffic conditions, TRUPO proposed eliminating the eight railway facilities that obstructed traffic in east Taipei. On July 20, 1988, the Executive Yuan approved the Songshan Project (an extension project from Huashan to Songshan). Additionally, the RRB at the same time constructed a 5.33-kilometer-long double-track tunnel (the south tunnel for HSR and the north tunnel for TRA) at a cost of NT$27.48 billion. Work began in July 1989 and was completed in June, 1994. The two projects combined put about 7.93 kilometers of railway underground. A east-west elevated viaduct expressway (Civic Boulevard) was later constructed on the land reclaimed from this project, above the underground tunnels. It was opened to traffic on September 7, 1997.
